Bali vs Dubai Cost of Living: Schools & Bills

For a Bali-versus-Dubai household budget, start with housing, school fees and the bills attached to the actual home. Those categories usually matter more than small differences in day-to-day purchases. Compare the same household and routine in both places, then separate a normal month from the cash required before move-in.
A villa with a pool and staff is not comparable with a serviced Dubai apartment simply because both have two bedrooms. Nor is school tuition a complete first-year cost if entry charges and refundable deposits sit outside it.
Begin with housing, but do not invent a city-wide rent
For Bali, collect dated quotes for the specific area, lease length and house specification you would accept. Ask whether electricity, water, internet, pool care, gardening, cleaning and repairs are included, metered separately or marked up. For Dubai, compare like-for-like annual rental quotes by district, building and bedroom count. The Dubai Land Department’s Rental Index is designed to return a market reference after the user supplies the area, property type, bedrooms, contract end date and current annual rent. That is more useful than treating an old online “Dubai average” as a budget.
Divide annual rent by 12 for ordinary monthly cash flow, but keep the payment schedule, security deposit, furnishing and moving costs in a separate first-year sheet. A refundable deposit is still cash required, even when it is not an expense.
Named prices that can anchor a household worksheet
The figures below are published provider or regulator prices, not city or island averages. They use local currencies deliberately; converting them without one dated foreign-exchange source can create a misleading answer.

The school comparison needs more context than its tuition row. Canggu Community School’s fee schedule separately identifies annual capital and materials/resource levies for Years 1–2, an application fee, first-child registration fee and a refundable notice deposit. Brighton’s published page distinguishes its discounted tuition from approved fees and flags possible extras such as optional trips, transport, food services and examination fees. Ask admissions for all entry charges, the applicable discount and what the offer includes; two published tuition figures do not establish equal inclusions or admissions availability.
Treat registration and application charges as outlay when the schedule says they are non-refundable. Put a notice deposit or bond in a separate “cash tied up” line, alongside its refund conditions. Then request an admissions quotation for the child’s exact year group; it is the only reliable way to test the all-in first year.
Utility bills respond to the home and the season
Dubai electricity and water are not a flat monthly package. DEWA’s slab tariff is progressive and lists an August 2026 fuel surcharge of AED 0.060/kWh for electricity and AED 1.100/m³ for water, which can move with fuel costs; it also notes 5% VAT. DEWA’s tariff calculator tests likely consumption better than multiplying a headline rate.
Ask for recent bills where an owner is willing to share them, noting the floor area, cooling pattern, pool equipment and occupancy behind them. One home’s July bill is not a promise for another. du’s page says early termination during its 12-month contract can result in one month’s payment plus a device-cost calculation, subject to its conditions; test coverage inside the intended workspace.
A better comparison is a transparent scenario, not a forecast
Build two sheets—recurring spending and first-year cash. A clearly labelled hypothetical family scenario might specify two adults, one Year 1 pupil, a furnished two-bedroom home, a defined commute and one selected internet plan. It is not a claim about what every family spends.
Record the quote date, currency, payment frequency, inclusions and exclusions. Put rent, metered utilities, internet, groceries, transport and insurance in the monthly sheet; advance rent, deposit, school registration, refundable bond, installation, moving and furnishing in the first-year sheet.
