What Is an NIB in Indonesia? The Business Number Behind Your Villa Rental (2026)

An NIB (Nomor Induk Berusaha) is the Business Identification Number that Indonesia issues through the OSS (Online Single Submission) system. It registers a legal entity, such as a PT PMA, together with the specific business activities that entity is licensed to run. If you rent out your Bali villa legally through a company, the NIB, paired with the correct KBLI activity codes, is what makes that rental a licensed business, not informal side income.

What an NIB actually is

The NIB is the single business identity number for a company in Indonesia. Under the OSS risk-based system from the 2021 reforms, it folded several older registrations into one number. It links to the company's tax number (NPWP) and lists the activities the company is registered for as KBLI codes. The point for a foreign buyer: the NIB belongs to a company, not a person, and licenses only the activities its KBLI codes list.

Why the NIB matters for legal short-term rental

Nightly rental is a commercial accommodation activity, not private use of your home, and two separate questions decide its legality.

First, zoning. Whether a parcel can host paying guests depends on its designation in the local spatial plan (RDTR); accommodation is generally allowed only where the zone permits it. Hence the recurring question about zone colour:

Second, licensing. Where zoning supports accommodation, the operation still runs through a company whose NIB lists an accommodation KBLI (commonly pondok wisata). Confirm any NIB at oss.go.id: no accommodation KBLI, no licensed short-term rental.

NIB, KBLI codes and the PT PMA, briefly

Foreign buyers generally cannot hold an accommodation-business licence in their own name. Indonesian law channels foreign-owned business activity through a PT PMA (a foreign-investment company), so for most non-Indonesians the licensed rental sits inside a PT PMA they own or co-own.

The sequence: a notaris drafts the deed, the Ministry of Law approves it, the company gets its NPWP, then its NIB through OSS with the KBLI codes chosen. For villa rental the KBLI sits in the accommodation group; the wrong code is a common, costly slip.

A KITAS is a personal stay-and-work permit, separate from the NIB, and does not by itself license a rental business. A PT PMA also carries a minimum-investment commitment (commonly cited around IDR 10 billion, excluding land and buildings) that a notaris should confirm for your KBLI. The DIY-owner route versus the management-company route

Two paths lead to a licensed nightly rental, differing mainly in who holds the entity.

DIY: you set up your own PT PMA, get the NIB with an accommodation KBLI, and carry the compliance yourself, from guest reporting to local taxes and annual filings. Full control, heavier lift.

Management company: you rent through a licensed operator that already holds an accommodation entity, so the licence and much of the reporting sit with them. Buyers weighing this ask about cost and competence first:

What to check before you rent daily

Before a single night is booked, four things should line up: the zoning permits accommodation for that specific parcel; a company holds a valid NIB; that NIB lists an accommodation KBLI; and the building's construction permit is in order, the PBG (which replaced the older IMB). Owners often reach that last box and assume it is the finish line:

Anteya observation: In our CRM, buyers routinely ask how to rent the villa out well before they ask who will legally hold the licence. Many assume the developer or manager has handled it, which is where informal, unlicensed rental usually begins.

The most common mistake: renting daily with no licensed entity

The pattern we see most: an owner lists a villa for nightly stays with no company, no accommodation KBLI, and no confirmation the zone allows it. Enforcement in Bali has tightened, and rentals operating outside the licensing framework carry a real, if uneven, risk of penalties or closure. Because the exposure sits on the operation, not the building, a villa with a clean PBG can still be an unlicensed rental.

The fix is unglamorous but durable: confirm the zoning, put the rental inside a licensed entity with the correct KBLI on its NIB, and keep tax and reporting current.

Yes, if you rent nightly to paying guests: the rental must run through a licensed entity holding an NIB with an accommodation KBLI. Zoning that permits accommodation is the precondition. You can hold that entity yourself or use a licensed operator.

You mean the fee for a management company?

Yes. With a licensed operator the licence and much of the reporting sit with them, for a fee, usually a percentage of rental revenue plus costs. Confirm what that percentage covers before signing.

For Airbnb, should we choose a pink zone for more flexibility?

A suitable zone is necessary, since designation decides whether accommodation is permitted, but zone colour alone is not a licence. Nightly rental still runs through a licensed entity with the right KBLI. Confirm the specific parcel, not just the area colour.

I have a KITAS and already a PT. Should I open a PT PMA to rent out?
