What Is Pondok Wisata in Bali? The Villa Rental Licence Explained (2026)

Pondok Wisata is the Indonesian tourism licence category for a small guesthouse or villa let to tourists, typically capped at a limited number of rooms. It is the licence that makes short-term and daily villa rental compliant, and only issued on land zoned for tourism accommodation. Without both the right zoning and this licence, nightly rental does not meet Indonesia's tourism-business rules.

Across the conversations Anteya has logged since 2023, most "can I Airbnb this?" messages are really a licensing question. One buyer put it plainly:

That instinct is half right: zoning is one leg, the licence the other.

What Pondok Wisata actually is

Pondok Wisata (literally "tourism lodge") is a business-licence classification for small-scale tourist accommodation: homestays, guesthouses, and villas rented nightly or short-term. In Indonesia's business-classification system (KBLI) it has its own code, issued to a registered business, not to a building.

The room cap matters: it is built for small operations, historically read as up to around five rooms, with the exact ceiling set at the regency level. Larger properties use a hotel or villa-commercial licence instead. If your count is near the boundary, confirm the threshold with a notaris.

Why it matters: daily rental without it is not compliant

Letting a villa by the night is a tourism business in Indonesian terms, and the licence is what makes it recognised. A property listed for daily stays with no Pondok Wisata (or higher tourism licence) operates outside the tourism-licensing framework; taxation and banjar (village council) relations get harder to predict. Enforcement varies by area and we do not overstate it, but the licence is the difference between an income property you can defend and one whose rental basis is a question mark when you sell.

How it ties to zoning: the pink zone

A licence cannot override the land underneath it. Pondok Wisata is granted only on land the regency spatial plan (RDTR/RTRW) designates for tourism accommodation, the "pink" zone. Housing ("yellow") or greenbelt land is generally not eligible. The public maps are hard to read:

The business entity: NIB and KBLI

The licence lives inside a registered business: an entity with an NIB (Nomor Induk Berusaha, the business ID issued through OSS) carrying the correct KBLI activity code for tourism accommodation. Building compliance sits alongside, so the property should hold a valid PBG (the regime that replaced IMB in 2021) and, where required, an SLF. Who can hold it: Indonesian owner vs the PT PMA route

Pondok Wisata is generally structured around Indonesian individual ownership of the land, so foreign buyers usually cannot slot into it directly. Foreign-held short-term rental typically runs through a PT PMA that holds land under a use-based title and carries a fitting tourism-accommodation licence. Which licence applies depends on the property and entity, so confirm the structure with a notaris.

Anteya observation: Among the resale villas buyers ask us to check for short-term-rental income, a missing or mismatched tourism licence is one of the most common gaps we surface. Many marketed as "Airbnb-ready" sit on housing-zoned land, or have no Pondok Wisata at all. Treat it as a claim to verify.

What to check before assuming a villa can be rented daily

Check before pricing in nightly income: the plot's zoning on the regency RDTR (pink/tourism, at parcel level); whether a current Pondok Wisata or higher tourism licence exists; who holds it and how you would inherit or replace it; a valid PBG and, where relevant, SLF. Common mistakes

The expensive ones repeat: buying on a seller's verbal "you can Airbnb it" with no licence sighted; reading zoning at area level when only the parcel matters; assuming a management company's involvement means the property is licensed; and confusing the building permit (PBG) with the tourism-operating licence. A good manager fills calendars, not licences.

FAQ

Do we need to choose a pink zone for Airbnb?

Generally yes. The plot needs to sit in a tourism-designated ("pink") zone, because the licence is issued on tourism land. Housing or greenbelt zoning usually will not support daily rental. Check the specific parcel.

I am looking to rent out my villa daily. What do I need?

Two things at minimum: tourism-zoned land, and a valid tourism licence (Pondok Wisata, or a hotel/villa-commercial class for larger properties) held by a business with the right KBLI code. PBG and SLF sit alongside. Confirm with a notaris.

We have the PBG certificate. Is that enough to rent daily?

No. The PBG confirms the structure, not the right to operate a tourism business. Daily rental also needs the tourism-operating licence and tourism-zoned land. The two permits are separate; having one does not grant the other.

The map is blurry when I zoom in. How do I know if a villa is in the pink zone?

The public overlays are hard to read at plot level. Get the zoning confirmed for the specific parcel through the regency planning office or a notaris. Treat a parcel that looks "just outside" as outside until proven otherwise.

Can a rental management company handle the licence for me?

Different functions. A management company runs bookings and upkeep; that does not mean the property is licensed. See the licence and confirm zoning yourself before relying on rental income.
