What Is BPHTB in Bali? The Buyer's Property Transfer Tax Explained (2026)

BPHTB (Bea Perolehan Hak atas Tanah dan Bangunan) is the buyer-side land-and-building acquisition tax you pay in Indonesia when property rights change hands. It is the transfer tax the buyer settles at closing, and it is typically calculated as a low percentage of the transaction value or the government tax value (NJOP), above a non-taxable threshold called NPOPTKP. In a 2026 Bali purchase it is usually one of your largest closing-cost line items after the price itself.

What BPHTB is, and who pays it

BPHTB is charged on the acquisition of a right over land and a building. The tax attaches to the person receiving the right, so the buyer pays BPHTB.

On a title transfer the seller usually owes PPh, a final income tax on the disposal, calculated on the gross transfer value. Buyers confuse the two because both surface at the same closing table. The simple split: buyer settles BPHTB, seller settles PPh. Confirm who funds each with your notaris, since a contract can shift who pays even when the legal liability sits with one party.

Anteya observation: Across the buyer conversations we log, BPHTB is among the most commonly omitted line items when someone first sizes an all-in budget. A typical first estimate covers the sticker price and maybe the notary fee, but leaves the acquisition tax out, then the number moves at closing.

How BPHTB is calculated

The calculation runs in three steps, each with a name worth knowing.

First, the base is the acquisition value, taken as the higher of the actual transaction price or the NJOP (Nilai Jual Objek Pajak), the government-assessed value of the land and building. Using the higher of the two stops under-declaration.

Second, you subtract the NPOPTKP (Nilai Perolehan Objek Pajak Tidak Kena Pajak), a non-taxable threshold set at the regency or city level. It varies across Bali, so the deduction in Badung can differ from Gianyar or Denpasar.

Third, you apply the rate to what remains. BPHTB is a regional tax, so the rate is set locally up to a statutory ceiling; in practice it is typically a low single-digit percentage of the taxable base. Treat any single figure as approximate until your notaris confirms the current regency rate for your parcel.

When and where BPHTB is paid

BPHTB is due when the right is acquired, which in a titled purchase means at the signing of the transfer deed (AJB) before the PPAT or notaris. It is not an annual charge; the annual land-and-building tax is a separate item (see the glossary on PBB and NJOP).

Payment is verified before the deed is executed: the notaris will not finalise the transfer until both the buyer's BPHTB and the seller's PPh are settled.

Leasehold versus a title transfer

Whether BPHTB fires at all depends on what you are actually acquiring.

A transfer of a registered title such as Hak Milik, HGB, or Hak Pakai is the classic BPHTB event: a land right is acquired and registered, so the acquisition tax generally applies.

A leasehold structured as a rental agreement (Hak Sewa) sits differently. No titled land right is conveyed to you; you hold a contractual right to use for a term. Indonesian tax practice generally treats the lease payment under a different regime rather than as a BPHTB-triggering acquisition, with exposure more often landing on the lessor's rental income. Since most foreign-held Bali villas are leasehold, this changes your closing math materially. Extending or transferring a lease later can carry its own costs.

What to check before you sign

Ask for the NJOP on the certificate and compare it to the price, since the higher number drives the base. Confirm the current NPOPTKP threshold and BPHTB rate for the regency. Get the tax quoted as a rupiah figure inside your total closing costs, and confirm in writing who funds BPHTB versus PPh.
