The yellow zone in Bali is the residential or settlement zone (often labelled perumahan or permukiman on the spatial plan). In plain terms: you can usually build a home and live in it, and you can usually rent it out on a long lease. The trap is short-term, tourist-style rental. Running a daily Airbnb-style operation in a residential zone typically needs the right business licence and a zone that actually permits accommodation as a commercial use, and that is exactly where foreign owners get caught. Treat "I can build here" and "I can run a rental business here" as two separate questions with two separate answers.

This is the second most common point of confusion we see after leasehold length. Buyers look at a plot, see villas already standing on it, and assume the use case is settled. It is not. What the yellow zone actually permits

Zoning in Bali is governed by the regional spatial plan (RTRW) and, at plot resolution, the detailed plan known as the RDTR. Colour labels like "pink" and "yellow" are shorthand; the binding designation is whatever the current RDTR assigns to that specific parcel. So every statement below is a typical pattern, not a fixed rule, and it should be checked against the plot's current RDTR.

Build: usually yes

A yellow-zoned plot is generally intended for housing, so a private villa or home is the expected use. You still need the building approval that replaced the old IMB: since the 2021 omnibus reforms, the permit is the PBG (Persetujuan Bangunan Gedung), typically paired with an SLF certificate of functional worthiness once built. One buyer forwarded us a developer claim as reassurance:

A "PBG obtained" line is a starting point, not proof the use you have in mind is legal. The PBG covers the building; it does not by itself license a commercial rental operation.

Rent long-term: usually fine

Leasing a residential home on a long-term basis (monthly or annual) generally fits the residential character of the yellow zone. This is the lower-friction path and the one that raises the fewest questions.

Short-term daily rental: the trap

Daily and nightly tourist rental is a commercial accommodation activity. In a residential zone that use is frequently restricted, and the reported enforcement pattern is that villas operating as unlicensed daily rentals in residential areas are the ones that draw complaints and inspections. Verify the daily-rental position against the plot's current RDTR and your licence filing before you count on that income.

The commercial-use trap, explained

Here is the mechanism buyers miss. Two things have to line up for legal daily rental, and a yellow plot often satisfies neither by default.

First, the zone has to allow the commercial accommodation use. Tourism-accommodation activity is what the pink (tourism) zone is designed for. A residential zone may permit it only in limited forms, or not at all, depending on the RDTR. This is why buyers keep circling back to the same instinct:

The instinct is directionally right: for flexible short-term rental, the tourism zone is the cleaner answer. It is not the only answer, but it removes the biggest question mark.

Second, you need the right licence and business classification. Indonesian business activity is registered through the OSS system against a KBLI code (the activity classification). Small-scale tourist accommodation is commonly run under a Pondok Wisata licence, which is reported to be capped at a small number of rooms (often cited as up to five) and to carry local-ownership conditions that a foreign buyer cannot satisfy personally. Larger operations point toward a company (PT PMA) holding hotel or villa-accommodation KBLI codes. The exact codes and thresholds get quoted confidently online, but they change; verify the current KBLI classification and any room cap against your OSS filing rather than a forum post. The trap closes when a buyer has a legal building on a legal plot with a valid lease, assumes that adds up to a legal rental business, and lists the villa nightly without the accommodation zoning or the licence underneath it. The building was never the problem. The use was.

Typically the buyer has already fixed on a property before anyone has confirmed the zone supports the rental model they are counting on. How to check a specific plot's zone

The blurry-map problem is real. Buyers zoom into a public map, land on a boundary, and cannot tell which side their plot sits on:

A screenshot is never enough to underwrite a purchase. To pin the designation down:

  • Get the plot's certificate number and coordinates, not just a pin on a listing map.
  • Check the parcel against the relevant regency's RDTR. Bali's regencies (Badung, Gianyar, Tabanan, and others) each publish their own detailed plan, and a plot near a boundary can read differently at parcel resolution than it does on a zoomed-out overlay.
  • Ask for the zone designation in writing from a licensed notaris (notary) or a zoning consultant, referencing the certificate, before you commit funds.
  • If daily rental is the plan, ask specifically whether accommodation is a permitted use on that parcel, not whether "building is allowed."

Common mistakes

  • Assuming existing villas prove the use is legal. Neighbouring properties may be operating informally, grandfathered, or simply not yet inspected.
  • Reading "PBG obtained" as "rental allowed." The building permit and the rental licence are different documents answering different questions.
  • Trusting a zoomed-out map screenshot. Boundary plots need parcel-level RDTR confirmation.
  • Counting nightly-rental income on a residential plot. If the underwriting only works at daily rates, confirm the zone and licence first, because long-term rent is a materially different yield.
  • Treating quoted KBLI numbers and room caps as fixed. These are reported figures; confirm the current classification against your own OSS filing.
