What Is OSS and KBLI in Indonesia? Villa Rental Licensing (2026)

OSS is the Online Single Submission system, Indonesia's integrated business-licensing platform, run by the Ministry of Investment (BKPM). KBLI stands for Klasifikasi Baku Lapangan Usaha Indonesia, the standard five-digit codes that classify every business activity. Together they are how a company (for a foreign owner, usually a PT PMA) registers its NIB (Nomor Induk Berusaha, the business identification number) and gets licensed for one specific activity, such as villa or tourism accommodation. For a villa owner, these acronyms decide whether the rental income is licensed.

What OSS and KBLI actually are
Think of KBLI as the dictionary and OSS as the counter where you file. KBLI, maintained by Indonesia's statistics agency (BPS, current edition KBLI 2020), gives each activity its own code, for example a 551xx code for short-stay tourism accommodation. The code defines what your company may legally do and which sector standards apply.
At the oss.go.id portal, a company registers under its KBLI code. Since the 2021 risk-based reform under the Job Creation (Cipta Kerja) framework, OSS sorts each activity into a risk level, which sets whether the NIB alone is enough or whether you also need a Standard Certificate (Sertifikat Standar) or a full licence.
Anteya observation: In our buyer conversations the licensing question rarely arrives on its own. Buyers ask about the pink zone and about renting out in the same message, and only later ask who holds the operating licence. Zone and code are one decision, not two.
Why the KBLI code matters for a villa rental
For a villa you intend to let out, the KBLI code turns "a house I hold the lease on" into "a licensed rental business." Register under a code that does not cover short-stay accommodation, or skip licensing entirely, and the income is not on a compliant footing, however well built the villa is.

How the OSS flow works: NIB, then the sector licence
For a foreign owner the sequence is usually:
- Set up the company. A foreigner typically operates through a PT PMA, established with a notaris (Indonesian notary).
- Register on OSS and get the NIB. The company enters its KBLI code(s) and receives its NIB, the base number every Indonesian business carries.
- Clear the sector requirement. By KBLI risk level, tourism accommodation usually needs a Standard Certificate verified against sector standards, not just self-declared.
- Keep the building compliant. The premises need a building approval (PBG, which replaced the old IMB permit) and a certificate of function (SLF) where required.

A KITAS (stay permit) is your right to live in Indonesia; the PT PMA holds the KBLI code and runs the rental. One does not substitute for the other.

How KBLI ties to Pondok Wisata and zoning
Pondok Wisata (KBLI 55130) is a small-scale tourist-lodging category for guesthouse-style, owner-run accommodation with limited rooms. It is one of several accommodation codes; larger or more commercial villa operations may fall under other 551xx classifications. Which one fits is a question for a notaris, not a guess from a blog.
The part that catches buyers out is zoning. When a company registers an accommodation KBLI on OSS, the activity is checked against the location's spatial plan (RDTR/RTRW), which defines zones commonly called pink (tourism), yellow (residential), and green (agricultural or protected). Short-stay and daily rental is generally recognised only in tourism or commercial zones. If the villa sits outside a permitted zone, the matching KBLI licence may not validate at that address, however the villa is marketed.

That blurry map edge is where deals get risky: a villa a few metres outside the tourism zone is a different licensing story from one inside.
What to check before you buy or sign
- The zone first. Confirm the parcel's designation on the regency RDTR; your rental model must be legal there.
- The intended KBLI code. Ask which accommodation code the operation will register under, and whether it fits the zone.
- The building paperwork. A valid PBG (and SLF where relevant) should exist or be clearly deliverable.
- The operating entity. Confirm whether a PT PMA is in place or needs forming, and who holds the NIB and sector certificate.
- Get it in writing. Have a notaris confirm the chain from zone to code to certificate for your parcel.

Should we choose a pink zone for Airbnb?
For short-stay and daily rentals, a tourism (pink) zone is generally the safer choice, because that is where accommodation activity is typically recognised in Bali's spatial plan. Confirm the exact parcel on the regency RDTR before trusting a listing's zone label, since boundaries can run through a plot.
Do I need a PT PMA to rent out my villa?
As a foreign owner you will usually rent through a PT PMA, since that is the entity that can hold the KBLI accommodation code and the NIB. A KITAS gives you the right to stay, not to operate a rental business. Confirm the setup with a notaris.
What is the difference between OSS, NIB and KBLI?
KBLI is the code for your business activity, OSS is the online system where you register, and the NIB is the identification number OSS issues once you do. Put simply: KBLI is what you do, OSS is where you file, the NIB is the ID you get back.
