What Is an SLF in Bali? The Certificate of Building Worthiness Explained (2026)

An SLF (Sertifikat Laik Fungsi) is Indonesia's Certificate of Building Worthiness, sometimes called the certificate of worthiness of function. A regency building authority issues it after construction, once the building has been inspected and confirmed to match its approved PBG (building permit) and the safety standards it was approved against. In plain terms: the PBG says a building may be built; the SLF says it is fit to be occupied and used. Without it, a villa is not cleared for legal occupancy or commercial operation, even if it looks complete.

What an SLF actually is

SLF stands for Sertifikat Laik Fungsi, roughly "certificate of fitness for function." It is the government's post-construction sign-off. Once the building is finished, a technical inspection checks the structure, fire safety, electrical and sanitation systems against the approved PBG design. If it passes, the local authority issues the SLF through SIMBG, Indonesia's building-administration system.

The SLF is not a forever document: it is issued for a defined period, then re-inspected and renewed, with cycles differing for houses and commercial buildings. It is what makes occupancy lawful, not just poured concrete.

SLF vs PBG: permission before, sign-off after

This is the distinction that trips up most first-time buyers. PBG (Persetujuan Bangunan Gedung) replaced the old IMB permit in 2021 under the Cipta Kerja reforms. It approves a specific design, on a specific plot, in a specific zone, and it happens before the first brick.

The SLF happens after the last one. It confirms the developer built what the PBG approved and that the result is safe to use. A project can hold a valid PBG and still have no SLF: the building may be unfinished, built off-spec, or simply not yet inspected.

Why the SLF matters for a buyer

First, occupancy and rental legality. A building without an SLF is not formally cleared for use, and daily rental additionally needs a zone where tourism accommodation is allowed. The SLF answers "is this building fit to use?"; the zone answers "may it be used this way here?" Miss either and the income model is exposed.

Second, handover completeness. When a developer offers keys, the SLF is part of what "finished" should mean. A live building is not the same as one the authorities have signed off.

Third, exit and resale. A future buyer and their notaris will look for the SLF during due diligence, so a missing certificate becomes your problem later. See our off-plan handover timeline guide for how certification interacts with completion.

Anteya observation: In the off-plan deals our Bali team tracked through 2025 and 2026, buyers are commonly offered handover and keys while the SLF is still pending. The PBG is usually in hand well before the SLF, so the gap to watch is not "is there a permit" but "has the finished building been signed off."

What to check at handover

Before you accept keys or release final payment, ask for these in writing:

  • The PBG for the specific building you are buying, matching the plot and block.
  • The SLF, or, for a newly completed build, a clear status and realistic issuance date.

  • A written commitment tying a retained portion of payment to SLF issuance.

Zone boundaries are rarely obvious from a public map, and the paperwork should reflect the plot's real position.

Common mistakes buyers make

The most expensive mistake is taking handover, and releasing final payment, on a building with no SLF and a vague promise it "will come." Once you have paid and moved in, your leverage is gone.

The second is assuming the PBG covers everything. "The permit is done" is not the same as "the building is legal to use."

The third is buying a resale villa without asking whether an SLF was ever issued. Older stock from the IMB era can carry a permit history that does not map cleanly to today's regime, so let a notaris check it.

FAQ

The developer says the PBG certificate was obtained. Is that enough?

No. The PBG is the permit to build, issued before construction; the SLF is the post-construction sign-off confirming the finished building is fit to occupy. A project can hold a PBG and still have no SLF, so ask for both.

Do I need to buy in a pink zone?

Only if your plan depends on tourism use such as daily rental. Pink zones allow tourism accommodation; residential and agricultural zones restrict it. The SLF confirms the building is fit to use; the zone decides whether short-term letting is allowed there.

If the villa is off-plan, what buyer protections are in place?

Tie money to milestones: hold a payment portion against SLF issuance and get the developer's commitment in writing. Confirm the PBG matches your unit, and have a notaris review the contract. Protections vary by developer.

The zoning map is blurry when I zoom in. How do I confirm which zone a plot is in?

Do not rely on a public web map. Ask for the plot's coordinates and check them against the regency's official spatial plan, or have a notaris or surveyor confirm the zone. A line that looks close on a phone can fall on the wrong side.

I am looking to rent out. Does the SLF affect whether I can do that legally?

Yes, as one of two conditions. The SLF clears the building as fit to occupy; the zone clears whether tourism rental is allowed there. Align both before advertising short-term stays.
