What Is a KKPR in Bali? Land-Use Conformity Approval Explained (2026)

A KKPR (Kesesuaian Kegiatan Pemanfaatan Ruang, or Land-Use Conformity Approval) is the Indonesian government's confirmation that the activity you intend to run on a specific plot, and the building you want to put there, match what the area's spatial plan (RDTR or RTRW) allows. In plain terms: it is the ruling that says "yes, this land may legally be used for this." It is the gate you clear before a PBG (the building permit), not after. No conforming KKPR, no compliant PBG.
In Anteya's buyer conversations, the confusion is rarely about price. It is about whether a plot is in the right zone for the buyer's plan, and which document proves it.

What a KKPR actually is
KKPR replaced the old location-permit patchwork under the spatial-planning reforms tied to the Cipta Kerja (Job Creation) framework. It is issued through the OSS (Online Single Submission) system, and it confirms that your intended use conforms to the detailed spatial plan for that plot.
The word to hold onto is conformity. KKPR does not describe your building; it answers a prior question: is this activity allowed on this land at all? Once settled, the PBG (Persetujuan Bangunan Gedung) governs how you build, and the SLF (Sertifikat Laik Fungsi) certifies the finished structure is fit to use. KKPR sits above both.
Anteya observation: Zoning worry almost always reaches us as "is this plot inside the pink zone?" and almost never as "do we have a conforming KKPR?" The approval that governs everything downstream is usually the last thing checked, not the first. That ordering is where deals quietly go wrong.
Why it matters: a wrong zone cannot produce a compliant PBG
The permit stack is a chain, and KKPR conformity is the top link. If the intended use does not match the zone, the local government has no lawful basis to issue a PBG, and without a PBG the SLF cannot follow. A building can go up on non-conforming land, but outside the compliant paper trail, which is the risk a foreign buyer cannot see from a rendering.

That line, sent to reassure, is worth slowing down on. A PBG shows a permit exists, but not that the zoning fits your intended use, nor which activity the underlying KKPR was granted for. Ask which activity the KKPR approves, and whether the PBG matches it.
KKPR vs zoning colours vs RDTR
Buyers hear "pink," "yellow," and "green" and treat the colour as the whole story. It is not. The RTRW / RDTR are the plans themselves (RTRW regency-wide, RDTR the detailed block-by-block version) and define what each parcel may be used for. The zone colours (pink for tourism, yellow for residential, green for agricultural or protected) are shorthand for what the plan says. The KKPR is the government's confirmation that your activity conforms to that plan for your parcel: it turns a colour on the map into an approval attached to a plot.

It depends on the plan. Pink supports short-stay use; yellow supports living, not a hotel-style operation; green generally bars a residential build. The colour alone is not enough to act on.
How to verify a plot's KKPR before you pay a deposit
Do this before any money moves.
- Get the exact parcel reference, not "near the beach": coordinates or the certificate (SHM/HGB) number.
- Cross-check the plan yourself on the national spatial portal at gistaru.atrbpn.go.id. If the map blurs when you zoom, get the official zone designation in writing.
- Ask for the KKPR document itself, issued through oss.go.id, and read which activity it was granted for.
- Confirm the PBG references the same activity the KKPR approves. A mismatch here is the quiet failure point.
- Have a notaris (notary) confirm the chain before your deposit is committed.

Common mistakes
Treating the zone colour as the approval. The colour is the plan; the KKPR is the approval attached to your plot. Only the second is a document you can rely on.
Assuming a PBG proves the zoning is fine. Confirm the KKPR it was built on, and that both name the use you intend.
Buying yellow-zone land for a short-stay rental. The most expensive version: the whole return model assumes daily rental the zoning does not support.

If daily rental is the plan, tourism (pink) zoning supports it and the KKPR must reflect an accommodation-type activity. Locally, a conforming KKPR still does not remove the desa adat (customary village) and banjar sign-off some short-stay setups need.
