What Is an AJB in Bali? The Deed of Sale and Why It's Not a Title (2026)

An AJB, or Akta Jual Beli, is the Deed of Sale in an Indonesian property transaction: a legal instrument signed before a PPAT (Pejabat Pembuat Akta Tanah, or Land Deed Official) that records the transfer of a land right from seller to buyer. The point most buyers miss: an AJB is proof that a transaction happened, not the title itself. It is a signed deed, not a certificate of ownership. After the AJB, the transfer must still be registered at the BPN (Badan Pertanahan Nasional, the National Land Agency) for a fresh certificate to be issued in the buyer's name. Until that is done, the certificate does not show you as the holder.

What an AJB actually is
Only a PPAT, an official licensed by the Ministry of Agrarian Affairs to draw up land deeds, can produce a valid AJB. A regular notaris handles many contracts, but the deed transferring a registrable land right is the PPAT's job, and one person often holds both roles. The AJB names the parties, the right transferred, the parcel, the price, and confirms the sale's taxes are settled. Once signed, it is evidence the transfer happened on that date, at that price, before that official.

An AJB transfers a registrable right (Hak Milik, HGB, or Hak Pakai). It is the transfer instrument, not the ownership.
The distinction that trips buyers up: deed versus certificate
The AJB is the deed. The certificate (sertifikat) is the title. Two documents, two jobs, and holding only the first is the risk buyers rarely see. The AJB records that a sale happened; the certificate, once re-registered at the BPN, records who the state recognises as the current holder. A deed with no BPN registration behind it does not by itself make you the registered holder.
Anteya observation: across the buyer conversations we log, "what title is this sold under" surfaces early, yet the follow-up, "is the certificate already in my name," rarely does. Roughly nine in ten of the off-plan villas we see marketed across the Uluwatu and Canggu belts are structured as leasehold, so for most buyers the first document that matters is a lease agreement, not an AJB.

Freehold (Hak Milik) is the strongest Indonesian land right, but Indonesian agrarian law does not recognise direct freehold ownership by a foreign individual. The correct sequence: AJB, then BPN registration, then certificate
A clean freehold-style transfer runs in a fixed order that protects you.
- Due diligence: the PPAT checks the seller's certificate against the BPN record and confirms no liens or unpaid land tax.
- Transfer taxes settled: the buyer's acquisition tax and seller's income tax are paid at or before signing.
- The AJB is signed before the PPAT.
- The PPAT files the transfer at the BPN, which updates the land book and issues the certificate in the buyer's name.
That fourth step converts a deed into recognised title. Handing over money with the BPN step left "for later" is where buyers get exposed.

The leasehold nuance: a lease is an agreement, not an AJB
A leasehold (Hak Sewa) is not transferred by an AJB. It is created by a lease agreement, a Perjanjian Sewa Menyewa, drawn up before a notaris. If you buy leasehold, the lease contract, not the AJB, is your primary document. A lease puts no certificate in your name: you are renting a right for a term, not acquiring title. The term and any right to extend live in the wording; under Indonesian practice an extension is a contractual right, not automatic. What to check before you sign
- Confirm which instrument governs your deal: an AJB (transferable title) or a lease agreement (leasehold).
- Ask to see the current certificate and confirm the PPAT checked it against the live BPN record.

Payment timing and document timing should line up: neither money nor deed should move ahead of the BPN step.
